Praṇava-Māhātmya and the Twofold Mantra (Sūkṣma–Sthūla) in Śaiva Sādhanā
शिवभक्ताः क्रियाः सर्वा वेदसर्वक्रियां विदुः । यावद्यावच्छिवं मंत्रं येन जप्तं भवेत्क्रमात्
śivabhaktāḥ kriyāḥ sarvā vedasarvakriyāṃ viduḥ | yāvadyāvacchivaṃ maṃtraṃ yena japtaṃ bhavetkramāt
All the observances performed by devotees of Śiva are to be understood as embodying the totality of Vedic rites; for, in due order, to whatever extent one repeats Śiva’s mantra, to that very extent the fruit of the complete range of sacred actions is fulfilled.

It teaches that Śiva-bhakti and Śiva-mantra japa are not “less than” Vedic ritualism; they are presented as the inner essence that can spiritually accomplish the purpose of all sacred rites when practiced with devotion and right order.
Śiva’s mantra is a Saguna support that gathers the mind and devotion; in the Shiva Purana’s devotional framework, japa offered to Śiva (often alongside Liṅga worship) is treated as a complete and efficacious mode of worship.
Regular, disciplined mantra-japa of Śiva’s mantra—classically the Pañcākṣarī ("Om Namaḥ Śivāya")—performed kramāt (with proper method, consistency, and devotional focus).
