And he indeed—together with the sages dwelling there—will act at the close of the Kali age; in particular, he will restore and re-establish the Solar Dynasty that had fallen into ruin.

Role: nurturing
Cosmic Event: End of Kali-yuga (kali-anta), a yuga-sandhi restoration motif
It highlights Shiva’s dharma-protecting governance of time: even in Kali-yuga’s decline, the Lord’s order works through realized sages to restore righteous lineage and stability, showing that spiritual authority (jnana and tapas) ultimately renews society.
Though the verse speaks of historical restoration, it reflects Saguna Shiva’s role as the active Lord (Pati) who intervenes through devotees and rishis; Linga-worship in the Shiva Purana is repeatedly presented as the means by which such divine grace and world-renewal become possible.
The implied practice is aligning with the rishis’ path—daily Shiva-puja with Panchakshara (Om Namaḥ Śivāya), along with Tripuṇḍra (bhasma) and Rudraksha as supports for steadiness in Kali-yuga—so one becomes a fit vessel for dharma-restoring grace.
