Enumeration of the Manvantaras and Manus
देवबाहुर्जयश्चैव मुनिर्वेदशिरास्तथा । हिरण्यरोमा पर्जन्य ऊर्ध्वबाहुश्च सोमपाः
devabāhurjayaścaiva munirvedaśirāstathā | hiraṇyaromā parjanya ūrdhvabāhuśca somapāḥ
Devabāhu and Jaya; the sage named Vedaśirā; Hiraṇyaromā; Parjanya; and Ūrdhvabāhu—these are the Soma-drinkers, the consecrated ones who partake of the sacred Soma in the divine rite.

It identifies a group honored as “Soma-drinkers,” indicating Vedic sacrificial merit; in a Shaiva Siddhanta lens, such merit is respected but remains secondary to Shiva’s grace and steady devotion that leads to liberation.
By contrasting ritual status (Soma rites) with the Purana’s broader emphasis on accessible Saguna Shiva worship—Linga-puja, mantra-japa, and bhakti—which can grant Shiva’s favor beyond Vedic eligibility.
The verse itself points to Vedic Soma sacrifice; for Shaiva practice, the practical takeaway is to adopt Shiva-centered observances such as Panchakshara japa (Om Namaḥ Śivāya) and regular Linga worship, which the Shiva Purana repeatedly exalts.
