Cosmic Measures and the Arrangement of the Heavenly Spheres
चतुर्गुणोत्तरे चार्द्धे जनलोकात्तपः स्मृतम् । वैराजा यत्र देवा वै स्थिता दाहविवर्जिताः
caturguṇottare cārddhe janalokāttapaḥ smṛtam | vairājā yatra devā vai sthitā dāhavivarjitāḥ
In the upper half, fourfold higher than Janaloka, the realm called Tapoloka is spoken of. There dwell the gods known as the Vairājas, established there and free from the burning affliction (the heat of worldly suffering).

It points to Tapoloka as a purified plane attained through sustained tapas, symbolizing the Shaiva Siddhanta movement from pāśa (binding impurities) toward serenity where the ‘burning’ of worldly affliction no longer dominates consciousness.
Tapas is presented as an inner discipline that ripens the devotee for Saguna Shiva worship—such as Linga-upāsanā—by reducing agitation and karmic heat, making the mind fit for steady devotion and contemplation of Shiva as Pati (the Lord).
The takeaway is sustained meditation and austerity—regular japa of the Panchakshara (Om Namaḥ Śivāya) with a disciplined life—aimed at cooling inner ‘dāha’ (restlessness and suffering) and stabilizing devotion.
