It declares that the primordial Śaktis’ glory is not merely mythic but scripturally grounded, and that knowing their divine greatness supports both worldly well-being (dharma-artha-kāma) and the higher aim of liberation under Shiva’s sovereignty (Pati).
In Śaiva practice, Saguna Shiva is worshipped with Śakti inseparably present; the Linga signifies Shiva as the supreme reality, and the manifested powers (Śaktis) are the ways His grace operates—hence their ‘glory’ is said to be contained in the Śāstras.
The verse points to śāstra-based upāsanā: study with devotion, japa of the Panchākṣarī (Om Namaḥ Śivāya), and contemplative remembrance that all attainments arise through Shiva’s power (Śakti) and grace.
