शिवस्तुतिवर्णनम् (Śiva-stuti-varṇanam) — “Description of Hymns in Praise of Śiva”
देवता सार्वभौमस्त्वं सम्राट्सर्वेश्वरः प्रभो । परिवारस्तवैवैष हर्यादि सकलं जगत्
devatā sārvabhaumastvaṃ samrāṭsarveśvaraḥ prabho | parivārastavaivaiṣa haryādi sakalaṃ jagat
O Lord, You are the universal Sovereign, the supreme Emperor, the Lord of all rulers. Indeed, this entire universe—beginning with Hari (Viṣṇu) and the other gods—exists as Your own retinue, for all are upheld within Your lordship.

It proclaims Shiva as Sarveśvara (supreme Lord), placing all divine powers and the entire cosmos under his sovereignty—supporting a Shaiva Siddhanta view of Shiva as Pati, the ultimate ruler and refuge.
By affirming Shiva’s supreme lordship over even Hari (Viṣṇu) and the devas, it validates Saguna worship—such as Linga-pūjā—as worship of the highest reality manifesting with attributes for the devotee’s grace and liberation.
A practical takeaway is stuti and śaraṇāgati (devotional surrender): recite Shiva-stotras or the Pañcākṣarī “Om Namaḥ Śivāya” with the attitude that all powers are contained in Shiva, the universal sovereign.
