एवं पौरेषु सर्वेषु निजधर्मेषु सर्वथा । पराङ्मुखेषु जातेषु प्रोल्ललास वृषेतरः
evaṃ paureṣu sarveṣu nijadharmeṣu sarvathā | parāṅmukheṣu jāteṣu prollalāsa vṛṣetaraḥ
Thus, when all the citizens in every way turned away from their own righteous duties (dharma), Vṛṣetara exulted greatly.

It highlights that collective abandonment of svadharma creates the conditions for adharma to flourish—an inner and outer decline that, in Shaiva Siddhanta terms, strengthens pāśa (bondage) and distances beings from Shiva, the Pati who grants grace and liberation.
Linga/Saguna-Shiva worship is traditionally upheld through right conduct, purity, and devotion; the verse warns that when people turn away from dharma, they also lose the dispositions that sustain true Shiva-bhakti, making them vulnerable to forces opposed to Shiva’s order.
The practical takeaway is to re-establish svadharma through daily Shiva-upāsanā—japa of the Panchākṣarī (Om Namaḥ Śivāya), wearing rudrākṣa with discipline, and applying tripuṇḍra-bhasma as a reminder to remain dharma-facing rather than parāṅmukha (averse).
