Chapter on the Ordinance of Initiation
एवमाज्ञा तदा दत्ता विष्णुना प्रभविष्णुना । शासनाद्देवदेवस्य हृदा त्वंतर्दधे हरिः
evamājñā tadā dattā viṣṇunā prabhaviṣṇunā | śāsanāddevadevasya hṛdā tvaṃtardadhe hariḥ
Thus that command was issued by Viṣṇu, the all-powerful Sustainer. And by the ordinance of the God of gods (Śiva), Hari concealed himself within your heart.

The verse supports Saguna worship by affirming Śiva’s personal sovereignty (Devadeva) whose command shapes cosmic events; Linga-worship expresses this same truth—Śiva as the supreme Lord who can place divine grace and awareness within the devotee’s heart.
A practical takeaway is hṛdaya-smaraṇa (heart-centered remembrance): meditate on Śiva as Devadeva while repeating the Pañcākṣarī (Om Namaḥ Śivāya), praying that the Lord’s ordinance makes the mind turn inward and become receptive to grace.
