देवस्तुतिः—शिवस्य परब्रह्मत्वं, मायाशक्तिः, कर्मफलप्रदातृत्वं च
Devas’ Hymn: Śiva as Parabrahman, Māyā-Śakti, and Giver of Karmic Fruits
पृथग्धियः कर्मदृशोऽरुंतुदाश्च दुराशयाः । वितुदंति परान्मूढा दुरुक्तैर्मत्सरान्विताः
pṛthagdhiyaḥ karmadṛśo'ruṃtudāśca durāśayāḥ | vitudaṃti parānmūḍhā duruktairmatsarānvitāḥ
Those of divided understanding, who judge only by outward acts, harsh of tongue and driven by base hopes—such deluded people, filled with envy, wound others with cruel words.

It warns that spiritual blindness arises from a fractured intellect and envy: such people harm others through speech. From a Shaiva perspective, purification of vāk (speech) and removal of matsara are essential for bhakti and for Shiva’s grace to dawn.
Linga-worship is not merely external ritual; it requires inner śuddhi (purity). This verse critiques those who fixate on outer “karma” while remaining envious and harsh—qualities that obstruct true devotion to Saguna Shiva and the inward recognition of Pati (Shiva).
Practice restraint and sanctification of speech while doing Shiva-upāsanā—japa of the Panchākṣarī (Om Namaḥ Śivāya) with mindful silence (mauna) and self-review to uproot envy and harshness.
