At that time, within His very body were crores upon crores of beings, crores upon crores of Śiva’s gaṇas, and crores upon crores of cosmic eggs (universes)—indeed, the whole universe was contained in Him.

It reveals Śiva as Pati—the supreme Lord who contains and supports all beings and all universes, showing that creation is not outside Him but exists dependent upon His power and presence.
The verse supports Saguna worship by portraying Śiva’s cosmic form as the living ground of all worlds; the Liṅga similarly functions as the sacred sign of that infinite reality, making the ungraspable Lord approachable in worship.
Meditate on Śiva as Viśvarūpa while repeating the Pañcākṣarī (Om Namaḥ Śivāya), visualizing all beings and worlds resting in Him; this deepens surrender (śaraṇāgati) and steadies the mind toward liberation.
