Even she, overcome by modesty, could not speak what dwelt in her heart. Though she wished to express it, that cherished intention was again veiled by shyness.

It highlights that true bhakti can be inward and wordless: the heart’s intention may be pure and powerful even when speech is restrained by modesty, a natural quality that can accompany sincerity and reverence.
Linga and Saguna Shiva worship both emphasize inner devotion (bhāva) over outward display; this verse mirrors that principle by showing devotion residing in the heart even when it is not verbally expressed.
Silent japa of the Panchakshara (“Om Namaḥ Śivāya”) with inward offering of intention (mānasa-pūjā) fits the verse’s theme—letting the heart speak to Shiva when words do not arise.
