It exalts Shiva as both the wondrous doer of divine acts (saguṇa) and the transcendent Brahman beyond speech (nirguṇa), guiding the devotee from devotional praise to direct contemplation of the Supreme Self.
By praising Shiva’s “marvelous deeds,” it supports saguṇa worship—such as Linga-pūjā—while simultaneously affirming that the same Shiva is the indescribable Absolute, the inner reality approached through symbol and devotion.
Japa of Shiva’s names (especially the Pañcākṣarī, “Om Namaḥ Śivāya”) with inward recollection that Shiva is beyond words; offer simple Linga worship with bhakti, then sit in silent contemplation of the Paramātman.
