अध्याय ४९ — विवाहानुष्ठाने ब्रह्मणः काममोहः
Brahmā’s Enchantment by Desire during the Wedding Rites
देवदेव महादेव करुणासागर प्रभो । त्वमेव कर्ता सर्वस्य भर्ता हर्त्ता च सर्वथा
devadeva mahādeva karuṇāsāgara prabho | tvameva kartā sarvasya bhartā harttā ca sarvathā
O God of gods, O Mahādeva, ocean of compassion, O Lord—You alone are truly the doer of all; You alone sustain all, and You alone withdraw all, in every way.

Sthala Purana: This is a universal stuti asserting Śiva’s sole agency in creation-sustenance-withdrawal; it is not tied to a specific Jyotirliṅga in the verse itself.
Significance: Reciting this stuti at any Śiva-kṣetra reinforces the Siddhāntic view of Śiva as the ultimate efficient cause (nimitta-kāraṇa) and bestower of grace; cultivates surrender (śaraṇāgati).

It is a bhakti-filled confession of Śiva’s supreme lordship: as Pati, He alone governs creation, maintenance, and dissolution, and surrender to Him becomes the doorway to grace and liberation.
By addressing Śiva as the compassionate Lord who performs all cosmic functions, the verse supports Saguna upāsanā—worship of Śiva through the Liṅga as the accessible form of the Supreme who still transcends all.
Practice surrender (śaraṇāgati) while doing Liṅga-pūjā and japa of the Pañcākṣarī mantra “Om Namaḥ Śivāya,” contemplating Śiva as kartā-bhartā-hartā (doer, sustainer, withdrawer).
