Brahmā said: Having heard the words of Vasiṣṭha, Himālaya—along with his attendants—became astonished. Then that lord of mountains spoke to his wife, Menā.

It highlights the Shaiva theme that divine events unfold through guru-vākya (the authoritative word of a realized sage). Himalaya’s astonishment indicates humility and readiness to align worldly plans with Shiva’s higher will.
Though the verse is narrative, it sets the stage for Saguna Shiva’s līlā—Shiva’s manifest dealings in the world—where devotees and cosmic beings respond to dharmic counsel, leading toward Shiva-bhakti and ultimately the recognition of Shiva as Pati (the Lord).
The implied practice is śravaṇa (devotional listening) and guru-anusaraṇa (following sacred instruction). As a takeaway, one may pair attentive listening with japa of the Pañcākṣarī “Om Namaḥ Śivāya” to steady the mind in receptivity to Shiva’s guidance.
