शिवशिवयोर्जगत्पितृमातृत्व-प्रतिपादनं तथा मेनायाः विमोहः (Śiva–Śivā as Cosmic Father and Mother; Menā’s Delusion and the Sages’ Intervention)
वसिष्ठ उवाच । शृणु शैलेश मद्वाक्यं सर्वथा ते हितावहम् । धर्माविरुद्धं सत्यश्च परत्रेह मुदावहम्
vasiṣṭha uvāca | śṛṇu śaileśa madvākyaṃ sarvathā te hitāvaham | dharmāviruddhaṃ satyaśca paratreha mudāvaham
Vasiṣṭha said: “O Lord of the mountain, listen to my words; they are wholly for your welfare. They are not opposed to dharma, they are true, and they bring joy both here in this world and in the hereafter.”

Though it does not mention the Liṅga directly, it sets the foundation for Saguna Shiva worship: counsel that is truthful and dharma-aligned prepares the devotee for proper pūjā, vrata, and disciplined devotion, which are central in the Rudra Saṃhitā’s narrative of Shiva-bhakti.
The implied practice is adherence to satya and dharma as a daily vrata; this can be paired with Shaiva sādhanā such as japa of the Pañcākṣarī “Om Namaḥ Śivāya” and maintaining purity of conduct as the inner support for outer worship.
