Mukti-bheda-nirūpaṇa (Classification of Liberation) and Śiva as the Sole Bestower of Mokṣa
उत्पद्यते यतः सर्वं येनैतत्पाल्यते जगत् । यस्मिंश्च लीयते तद्धि येन सर्वमिदं ततम्
utpadyate yataḥ sarvaṃ yenaitatpālyate jagat | yasmiṃśca līyate taddhi yena sarvamidaṃ tatam
He is that Supreme Lord from whom all this is born, by whom this universe is sustained, and into whom it dissolves; indeed, He is the One by whom all this is pervaded throughout.

It declares Shiva as Pati—the ultimate cause and inner ruler—from whom creation arises, by whom it is sustained, into whom it returns, and who pervades all; contemplating this leads the devotee toward freedom from pāśa (bondage) and steadiness in bhakti.
The Linga signifies the all-pervading, formless reality (nirguṇa) while also being worshiped in a visible form (saguṇa); this verse supports Linga worship by affirming that the one worshiped is both the cosmic source and the immanent presence within all.
Meditate on Shiva as the all-pervading Pati while chanting the Pañcākṣarī mantra (Om Namaḥ Śivāya), and offer water and bilva leaves to the Linga with the understanding that the same Shiva pervades the worshiper, the offering, and the object of worship.
