ततश्च तेजसस्सारं पंचक्रोशात्मकं शुभम् । सर्वोपकरणैर्युक्तं सुंदरं नगरं तथा
tataśca tejasassāraṃ paṃcakrośātmakaṃ śubham | sarvopakaraṇairyuktaṃ suṃdaraṃ nagaraṃ tathā
Then, from the very essence of divine radiance, there arose an auspicious and splendid city, extending for five krośas, furnished with every requisite and beautifully adorned.

It portrays a sacred kṣetra manifesting from tejas (divine splendour), indicating that holy spaces connected to Shiva are not merely geographic but are expressions of sanctifying consciousness that uplift the devotee toward purity and liberation.
In the Kotirudrasaṃhitā context of Jyotirliṅga-tīrthas, the ‘city born of radiance’ aligns with Saguna Shiva’s compassionate self-manifestation as a worshipful presence, where devotees approach the Linga through pilgrimage, service, and reverent seeing (darśana).
The verse supports kṣetra-yātrā (pilgrimage) with disciplined worship—such as Linga-abhiṣeka, japa of the Pañcākṣarī (Om Namaḥ Śivāya), and maintaining purity—since the place is described as fully equipped for sacred observance.
