Sannyāsa Maṇḍala Vidhi—Procedure for the Renunciate Mandala
विलिखेन्मध्यतस्तस्य बिन्दुकण्ठे स्वलंकृतम् । तद्बाह्यपंक्तित्रितये पूर्वादिपरितः क्रमात्
vilikhenmadhyatastasya bindukaṇṭhe svalaṃkṛtam | tadbāhyapaṃktitritaye pūrvādiparitaḥ kramāt
One should inscribe it at the very center, adorning the “throat with the bindu” (the marked central point). Then, upon the three outer rows, one should arrange them all around in sequence, beginning from the east and proceeding in order.

The instruction concerns arranging sacred marks/diagram elements concentrically and directionally (starting from the east), a typical aid in Saguna Shiva worship where outer ritual order supports inner contemplation of Shiva as the indwelling center.
A yantra/mandala-style inscription: establish the central bindu first, then place surrounding rows in a clockwise directional order from the east—used as a support for mantra-japa and focused meditation.
