Paramātma-Svarūpa-Nirṇaya: Strī–Puṃ–Napuṃsaka-Vicāra
Inquiry into the Supreme Self and Gendered Forms
सर्वकर्तृत्वरूपा च सर्वजत्वस्वरूपिणी । पूर्णत्वरूपान्नित्यत्वव्यापकत्व स्वरूपिणी
sarvakartṛtvarūpā ca sarvajatvasvarūpiṇī | pūrṇatvarūpānnityatvavyāpakatva svarūpiṇī
She is the very form of universal agency, the power by which all acts are accomplished, and the very essence of all beings. She is fullness itself—eternal by nature—and her true nature is all-pervasiveness.

It teaches that the Supreme Shakti is not limited to a single form or place: she is the power of all action, present as the inner essence of all beings, eternally full and all-pervading—pointing the seeker toward non-dual contemplation of Shiva-Shakti as the ground of liberation.
In Linga worship, devotees honor Shiva as the all-pervading Pati; this verse clarifies that his manifest worship (saguṇa) is supported by Shakti as the universal power of agency and presence, leading the mind from form to the all-pervading reality (nirguṇa implication) without rejecting ritual.
Meditate during japa (especially the Panchakshara, “Om Namaḥ Śivāya”) on the meaning that the Divine is eternal, complete, and present everywhere; let this bhāva accompany Linga-puja with vibhūti (Tripuṇḍra) and a steady, all-pervading awareness.
