It teaches that even ordinary bodily and mental functions are sustained by divine pervasion—here linked to Vāmadeva—so the seeker should see the body as governed by Śiva’s power and cultivate purity and restraint to turn the same faculties toward liberation.
In Saguna worship, Śiva is contemplated as manifesting as the Panchabrahma powers; this verse connects an inner, embodied domain (buddhi, taste, water) to that divine governance, supporting Linga-upāsanā as both external worship and internal recognition of Śiva pervading all faculties.
A practical takeaway is discipline of the tongue and taste (mitāhāra, mantra-japa), purification associated with the water element (ācamanā, śuddhi), and meditative contemplation on Vāmadeva while offering water to the Śiva-liṅga as an inward act of cleansing and control.
