The Determination of Śiva as the Meaning of Praṇava
संपूर्णमस्तु संकल्पसिद्धिरस्त्विति तान्प्रति । भवन्तोऽनुगृह्णंत्विति प्रार्थयेद्द्विजपुंगवान्
saṃpūrṇamastu saṃkalpasiddhirastviti tānprati | bhavanto'nugṛhṇaṃtviti prārthayeddvijapuṃgavān
The foremost among the twice-born should say to them: “May it be complete; may your saṅkalpa (sacred resolve) be fulfilled. O venerable ones, please bestow your gracious favor.”

It emphasizes humility and the Shaiva principle of anugraha (grace): even when one performs worship with a clear sankalpa (resolve), fulfillment is sought through reverent prayer and blessings rather than mere personal power.
In Linga/Saguna Shiva worship, one formally states a sankalpa and then concludes by praying for completion and siddhi; this verse models the proper devotional closing—seeking auspicious completion and benevolent approval.
It suggests the concluding prayer of a rite: after the sankalpa and puja, one respectfully petitions elders/priests (and by extension Shiva’s grace) for “saṃpūrṇam” and “saṃkalpa-siddhi,” sealing the practice with gratitude and surrender.
