Under Nīla’s direction, the army was duly organized with its own guards in place, and it was properly encamped on the northern shore of the ocean.
Nila settled the army successfully by making them reside on the northern shore of the sea, as per tradition.
Dharma here appears as orderly conduct and responsible governance: the army is arranged “vidhivat” (according to rule), with proper security, showing that righteous action includes disciplined preparation rather than impulsive force.
Rāma’s forces have reached the seashore before the crossing to Laṅkā, and Nīla oversees the organized encampment on the ocean’s northern bank.
Nīla’s leadership and administrative competence—planning, order, and safeguarding the community through proper security arrangements.
