Shloka 6.31.4

मायाशिरोप्रदर्शनम् (The Display of the Illusory Head of Rāma)

तस्यतद्वचनंश्रुत्वामन्त्रिणोऽभ्यागमन् द्रुतम् ।ततस्समन्त्रयामासराक्षसैस्सचिवैस्सह ।।।।

tasya tad vacanaṃ śrutvā mantriṇo 'bhyāgaman drutam |

tatas sa mantrayāmāsa rākṣasaiḥ sacivaiḥ saha ||

Hearing his words, the ministers quickly came; then he consulted together with the rākṣasas and his counsellors.

Having been ordered (by Ravana) that way, the ministers along with Rakshasas instantly reached and he started to think with them.

Counsel is morally neutral; dharma depends on the aim. Here deliberation serves an unrighteous agenda, warning that strategy without satya becomes harmful.
