Thus addressed, Vibhīṣaṇa, knower of dharma, replied: “King Rāghava should go to the Ocean and there seek refuge, placing his appeal before it.”

(Hanuman) having asked so, righteous Vibheeshana said, "O king Raghava! We ought to go and seek refuge from the god of the ocean."

Dharma favors seeking rightful permission and harmonizing with natural/cosmic powers rather than forcing outcomes through mere might.

Asked how to cross the sea, Vibhīṣaṇa advises that Rāma should approach the Ocean respectfully and seek its cooperation.

Vibhīṣaṇa’s dharma-jñāna (ethical discernment) and counsel grounded in restraint and legitimacy.
