Shloka 6.11.28

रावणस्य सभाप्रवेशः (Ravana Enters the Royal Assembly and Summons Counsel)

ततोमहात्माविपुलंसुयुग्यंरथम्वरंहेमविचित्रिताङ्गम् ।शुभंसमास्थायययौयशस्वीविभीषणस्संसदमग्रजस्य ।।।।

mantriṇaś ca yathā-mukhyā niścayārtheṣu paṇḍitāḥ |

amātyāś ca guṇopetāḥ sarvajñā buddhidarśanāḥ ||

samīyus tatra śataśaḥ śūrāś ca bahavas tadā |

sabhāyāṁ hema-varṇāyāṁ sarvārthasya sukhāya vai ||

There gathered the chief ministers, learned in deciding affairs, along with virtuous and discerning officials, wise and far-seeing; and in hundreds many heroes too assembled in that golden-hued hall, to deliberate on all matters toward a favorable outcome.

Thereafter illustrious and great Vibheeshana having ascended auspicious and choicest chariot decked with gold and yoked to good horses went to the assembly of his elder brother.

Rāvaṇa’s court fills with ministers, officials, and warriors who gather to advise and plan in the looming crisis.

Prudence and discernment (buddhi), along with competence in decision-making—qualities expected of counselors in a righteous polity.
