Shloka 4.35.20

तारोपदेशः — Tara’s Counsel to Lakshmana (Restraint, Time, and Mobilization)

तांश्च प्रतीक्षमाणोऽयं विक्रान्तात्सुमहाबलान्।राघवस्यार्थसिध्यर्थं न निर्याति हरीश्वरः।।।।

tāṃś ca pratīkṣamāṇo 'yaṃ vikrāntān su-mahābalān | rāghavasyārtha-siddhy-arthaṃ na niryāti harīśvaraḥ ||

This lord of the monkeys has not yet set out to accomplish Rāghava’s purpose, for he is awaiting the arrival of those valiant and immensely strong ones.

'Sugriva is awaiting the arrival of the powerful and strong vanaras without whose help he cannot accomplish Rama's task.Therefore he has not yet started (the search).

Dharma values timely preparedness: righteous ends should be pursued with adequate means, not with rashness that endangers the mission.

Tārā explains that Sugrīva is waiting for reinforcements; hence the expedition has not begun.
