One who remains under your authority and follows your intention can both win heaven and also govern the earth.
'It is possible for a person favoured by you to rule the kingdom. It is possible for one who is under your control and acts according to your will to rule the entire world and earn heaven.
Dharma here is framed as disciplined allegiance and right governance: aligning one’s conduct with rightful authority enables both worldly order (rule of earth) and moral-spiritual reward (heaven).
As Vāli lies mortally wounded, he speaks to Rāma, praising the power and legitimacy of Rāma’s authority and implying that those who follow Rāma’s will can attain both prosperity and merit.
Rajadharma-linked authority and moral leadership—Rāma is presented as a figure whose guidance brings both righteous order and auspicious outcomes.
