Shloka 1.12.18
द्वादशः सर्गः — Aśvamedha-saṅkalpa (Daśaratha resolves on the Horse Sacrifice)
तद्यथा विधिपूर्वं मे क्रतुरेष समाप्यते। तथा विधानं क्रियतां समर्था: करणेष्विह।।1.12.18।।
tadyathā vidhipūrvaṃ me kratur eṣa samāpyate | tathā vidhānaṃ kriyatāṃ samarthāḥ karaṇeṣv iha || 1.12.18 ||
“See to it that this sacrifice of mine is brought to completion in full accordance with the prescribed rites. Make the necessary arrangements accordingly—you are competent in all the required procedures here.”
Therefore let the arrangements be made in a manner by which this sacifice is completed in accordance with the prescriptions in scriptures and you are experts in doing so".
Even powerful rulers must act within dharma: sacred undertakings should be performed strictly according to prescribed injunctions, with competent people entrusted to execute the details responsibly.
Daśaratha, intent on completing his sacrificial rite properly, instructs his capable officials to make all arrangements so the yajña concludes in full conformity with ritual rules.
