Samudra, lord of rivers, revealed himself in his own form; and, heeding Samudra’s counsel, Rāma had Nala build the bridge.
Samudra, lord of rivers, (afraid of Rama's anger) and having appeared in his own form, and on his advice got a bridge built with the help of Nala.
Dharma here emphasizes wise governance through counsel and rightful means: even in crisis, action is guided by consultation (Samudra’s advice) and competent delegation (Nala builds the bridge).
At the ocean’s edge, Samudra manifests and advises the means of crossing; Rāma proceeds by having Nala construct the bridge (setu) to reach Laṅkā.
Rāma’s maryādā (disciplined restraint and orderliness): he acts decisively yet accepts guidance and employs the right person for the task.
