Just as the ocean is constantly approached by rivers, so he is always accessible to virtuous people. He is noble, treats everyone equally, and ever bears a delightful countenance.
Sri Rama, like sea to rivers, is accessible to men of virtue and has equal disposition towards all. He always has a pleasing appearance.
The metaphor of the ocean signifies Rama's depth, stability, and accessibility. Just as the ocean accepts all rivers without discrimination, Rama is accessible to all virtuous people who approach him.
'Sarvasama' implies impartiality and equanimity. It indicates that Rama treats all beings with equal respect and justice, a fundamental quality of a Dharmic ruler who does not harbor prejudice.
