He should be understood as resplendent, fashioned of pure gold and richly adorned; and that ornament or setting is encircled with an ocean-born lustre like sugarcane juice, and also with gomeda gems.
This verse is not about Pralaya; it belongs to a technical descriptive passage on sacred materials and ornamentation, emphasizing purity (gold) and auspicious brilliance (gomeda).
Indirectly, it guides a patron (king/householder) on dharmic commissioning—using pure, auspicious materials and proper adornment when sponsoring consecrated images or temple fittings.
It specifies recommended materials for icon/ornament construction: pure gold work, rich embellishment, and gomeda gemstones—details used in Vastuvidya/Pratima-lakshana for temple image-making and decoration.
