Matsya Purana — Cosmic Architecture of Sun–Moon and the ‘Houses of the Gods’
कल्पादौ बुद्धिपूर्वं तु स्थापितो ऽसौ स्वयम्भुवा इत्येष संनिवेशो वै सर्वस्य ज्योतिरात्मकः //
kalpādau buddhipūrvaṃ tu sthāpito 'sau svayambhuvā ityeṣa saṃniveśo vai sarvasya jyotirātmakaḥ //
At the beginning of the kalpa, that arrangement was first established—deliberately and with intelligence—by the Self-born (Brahmā). This very disposition is indeed the luminous essence of all things.
It emphasizes creation (sarga) at the kalpa’s start: the cosmos is not random but an ordered “saṃniveśa” established by Svayambhu (Brahmā), whose underlying nature is “jyotis” (luminous principle).
By presenting the universe as intentionally ordered, it implicitly supports dharma as alignment with an established cosmic arrangement—encouraging rulers and householders to act with buddhi (deliberation), planning, and adherence to order rather than impulsiveness.
