Vaiśaṃpāyana said: “I am not bound to endure this here in your presence, O Matsya. Let the members of the royal assembly witness this transgression of Kīcaka. A king who allows such violence and lawlessness in the court fails in royal justice; this outrage committed against me at your side cannot be called proper.”
वैशम्पायन उवाच
A ruler’s dharma is to uphold justice in public institutions like the royal court; tolerating violence and misconduct by powerful favorites is itself adharma. Wrongdoing must be made visible and accountable before witnesses.
In the Matsya court, Kīcaka has overstepped propriety and committed an outrage. The speaker protests that such an assault occurring in the king’s presence is unacceptable and calls on the assembled courtiers to witness Kīcaka’s violation.
