There they go—having made the highest dharma their aim, and having embraced the discipline of inner calm and self-restraint. O Brahmin, they attain the worlds of the meritorious, realms long practiced and inhabited by the good among men.
देवदूत उवाच
The verse teaches that the highest dharma is grounded in inner discipline—śama (mental tranquility) and dama (sense-restraint). Those who cultivate such self-mastery and live as the good do are said to reach the meritorious realms attained by virtuous people.
A divine messenger describes who is fit to attain exalted worlds: people who make supreme dharma their guiding aim and practice calmness and self-control, following the conduct established by the righteous.
