In the same way, the kṣatriya attains heaven by exercising restraint and protection upon the earth. For those who administer punishment rightly—free from desire and hatred, ungreedy and rid of anger—reach the very world of the virtuous.
वैशम्पायन उवाच
A ruler’s path to merit is not mere power but righteous governance: protecting society and restraining wrongdoing through properly measured punishment, while remaining free from desire, hatred, greed, and anger. Such impartial self-controlled rule leads to the heavenly/virtuous realm.
Vaiśampāyana is describing the ethical standard of kṣatriya conduct (rājadharma): how a king or warrior-ruler should maintain order on earth through protection and restraint, and what spiritual result follows from administering justice without personal passions.
