उद्योगपर्व — अध्याय 33: धृतराष्ट्र-विदुर संवादः (विदुरनीतिः)
यस्त्वेतानि प्रमाणानि यथोक्तान्यनुपश्यति । युक्तो धर्मार्थयोज्ञनि स राज्यमधिगच्छति,जो इनके प्रमाणोंको उपर्युक्त प्रकारसे ठीक-ठीक जानता है तथा धर्म और अर्थके ज्ञानमें दत्तचित्त रहता है, वह राज्यको प्राप्त करता है
yas tv etāni pramāṇāni yathoktāny anupaśyati | yukto dharmārthayojñāni sa rājyam adhigacchati ||
Vidura says: “He who examines these standards of judgment exactly as they have been stated, and who remains steadily devoted to discerning and applying dharma and artha, becomes fit to attain sovereignty.”
विदुर उवाच
Right rulership arises from careful, faithful examination of valid standards (pramāṇas) and steady engagement in both dharma (moral law) and artha (practical governance). Such balanced discernment makes one worthy of sovereignty.
In Vidura’s counsel within the Udyoga Parva, he outlines criteria and principles for sound judgment and governance; here he concludes that the person who understands and applies these principles properly is the one who can truly attain and hold royal power.
