Bhishma said: “A minister is praised when he is of noble lineage, endowed with inner strength and virtue, and pure in conduct. Possessing these very qualities, the commander of the army too should be appointed. He should understand the proper occasions for peace and for conflict, know the essence of the dharma-texts, be intelligent and steady, modest, able to keep counsel secret, high-born, courageous, and pure-hearted. Such a minister is regarded as the best—and the general should likewise be formed by the same virtues.”
