Varṇa-dharma and Rājadharma: Yudhiṣṭhira’s Inquiry and Bhīṣma’s Normative Outline (वर्णधर्म-राजधर्म-प्रश्नोत्तरम्)
दण्डेन नीयते चेदं दण्डं नयति वा पुनः । दण्डनीतिरिति ख्याता त्रीललॉकानभिवर्तते,“इस शास्त्रके अनुसार दण्डके द्वारा जगत्का सन्मार्गपर स्थापन किया जाता है अथवा राजा इसके अनुसार प्रजावर्गमें दण्डकी स्थापना करता है; इसलिये यह विद्या दण्डनीतिके नामसे विख्यात है। इसका तीनों लोकोंमें विस्तार होगा
daṇḍena nīyate cedaṃ daṇḍaṃ nayati vā punaḥ | daṇḍanītir iti khyātā trīl lokān abhivartate ||
Bhīṣma said: “By punishment (daṇḍa) this world is guided and kept on the right path; or again, the king, following this teaching, establishes punishment among the people. Therefore this discipline is renowned as ‘Daṇḍanīti’ (the science of governance through just punishment). Its scope extends through all the three worlds.”
