मारुते संनिवृत्ते च बलौ च प्रतिपादिते
mārute saṃnivṛtte ca balau ca pratipādite
Bhīṣma said: “When the wind had subsided, and when strength and stability had been duly restored and established…”.
भीष्म उवाच
The line signals a dharmic transition: after turbulence (symbolized by wind) has quieted, one should re-establish strength and steadiness in a proper, orderly way—implying that ethical action and governance require calm, restored balance, and firm foundations rather than impulsive reaction.
Bhīṣma is mid-discourse and introduces a condition or setting: once the disruptive force (the wind) has subsided and strength has been properly re-established, the next step of the account or instruction can proceed. The verse reads like a connective clause leading into the subsequent statement.
