Educational Q&A

Legitimate rule is portrayed as arising in orderly succession: after earlier sacred ages (marked by the Saptarṣis), sovereignty becomes organized among kings, with authority distributed across distinct regions—implying a dharmic structure to political power and territorial governance.

Parāśara is recounting a sequence of rulers: after the period associated with the Seven Ṛṣis, a king named Vipṛthu becomes a universal/earth-lord, and alongside him many other Kṣatriya kings rule separately over different territorial circles (maṇḍalas).
