Having carefully surveyed all this in its entirety, this is the settled conclusion of the wise.

True ethical judgment (niścaya) should follow comprehensive examination (samālokya) of the whole situation, reflecting the perspective of the wise (budhāḥ) rather than impulse or partiality.
