धर्माभिचारिण: पापाक्षौरा लोकस्य कण्टका: । समागच्छन्ति तान्‌ बुद्धवा नियच्छेच्छमयीत च,“कपटपूर्ण धर्मका आचरण करनेवाले, पापात्मा, चोर तथा जगत्‌के लिये कण्टकरूप मनुष्य वहाँ छद्यवेष धारण करके आते रहते हैं, उन सबका पता लगाकर उन्हें कैद कर ले अथवा भय दिखाकर उनकी पापतृत्ति शान्त कर दे

dharmābhicāriṇaḥ pāpākṣaurā lokasya kaṇṭakāḥ | samāgacchanti tān buddhvā niyacchec chamayīta ca ||

Bhīṣma said: “Those who misuse dharma as a pretext—sinful men, thieves, and people who become thorns to society—keep arriving there in disguise. Having identified them, one should restrain them: either confine them or, by instilling fear of punishment, pacify and curb their sinful tendencies.”
