नारद उवाच
The verse underscores ethical and spiritual authority by naming exemplary sages—figures defined by dharma, austerity, and yogic discipline—implying that true eminence rests on self-control, righteousness, and realized wisdom.
Narada is enumerating revered ascetics and spiritual teachers, highlighting their qualities (righteousness, tapas, yogic mastery) as part of a broader description of notable persons whose presence and counsel carry weight in matters of conduct and governance.
