Wrath can become a destructive force capable of harming the innocent and upsetting cosmic balance; dharma requires restraint, and higher wisdom (here symbolized by Śiva) checks uncontrolled anger to protect the worlds.
A fire generated from one’s own anger flares up dangerously. The Three-eyed Lord (Śiva), invoking a sharp prohibitive cry (“ha-hā”), restrains it and commands it not to burn the worlds to ashes.
