Cyavana’s Water-Vow and the Ethics of Cohabitation

dasyubhir hriyamāṇaṃ ca dhanaṃ dārāṃś ca sarvaśaḥ | sarveṣām eva varṇānāṃ trātā bhavati pārthivaḥ ||

Bhishma said: When wealth and even women are being carried off by bandits in every way, it is the king who becomes the protector of all the social orders. The verse underscores the ruler’s dharma as the public guardian—responsible for preventing lawlessness and ensuring the safety of persons and property without discrimination among the varṇas.
