Vāyu-deva said: “He is the knower of the movements and configurations of the stars, planets, and luminaries; the one whose intelligence apprehends the guṇas; the very ground into which all dissolves at cosmic dissolution; and yet the Unfathomable. He is Prajāpati, the Lord of creatures; the One whose arms extend everywhere; the principle of differentiation and order; all-pervading; and without a face (beyond all limited form).”

Educational Q&A

The verse strings together epithets to convey that the Supreme (addressed here as Prajāpati) governs cosmic order (celestial motions and the guṇas), is the final ground of dissolution (laya), yet remains ultimately beyond full human comprehension (agama).

Vāyu-deva is speaking a hymn-like description, listing divine names/qualities to identify and praise the deity’s cosmic sovereignty, omnipresence, and transcendence beyond limited form.
