Bhīṣma said: “He is continually worshipped with reverence by Rudra, by the gods, and by the daughters of the seers; and also by many enchanting forms—through manifold modes of delight and diverse expressions of devotion.”

The verse emphasizes the universality and constancy of reverent worship: the revered deity is honored by multiple classes of exalted beings (Rudra, the gods, and sage-born maidens) and through diverse, pleasing forms and modes of devotion—suggesting that sincere reverence can be expressed in many legitimate ways.
In Bhīṣma’s discourse (Anuśāsana Parva), he is describing the greatness of a revered divine figure, noting how that figure is continually honored by powerful deities and spiritually eminent beings, and how worship occurs through many attractive forms and varied devotional sentiments.
