brahmovāca mayāiva tad vitīrṇaṃ vai vacanaṃ manasā amarāḥ | elāpatreṇa nāgena yad asyābhihitaṃ purā ||
Brahmā said: “O immortals, that very utterance was bestowed by me through a mental resolve. What the serpent Elāpatra had formerly spoken to Vāsuki was, in truth, spoken under my own prompting.”
The verse emphasizes divine agency behind human (or nāga) speech: words that shape events may originate from a higher will, here Brahmā’s mental resolve, underscoring providence and the cosmic ordering of outcomes.
Brahmā addresses the gods and clarifies that the earlier counsel spoken by the serpent Elāpatra to Vāsuki was not merely Elāpatra’s own initiative; it was inspired and ‘bestowed’ by Brahmā through a mental intention.
