Samantapañcaka Narrative and the Measure of an Akṣauhiṇī
शान्तिपर्व ततो यत्र राजधर्मानुशासनम् | आपद्धर्मश्न पर्वोक्त मोक्षधर्मस्ततः परम्,इसके बाद शान्तिपर्व प्रारम्भ होता है; जिसमें राजधर्मानुशासन, आपद्धर्म और मोक्षधर्मपर्व हैं
Śāntiparva tato yatra rājadharmānuśāsanam | āpaddharmaś ca parvokto mokṣadharmas tataḥ param ||
Thereafter comes the Śānti Parva, wherein the instruction on the king’s duties and governance is set forth; it also contains the teaching on conduct in times of calamity (āpaddharma), and beyond these is the discourse on liberation (mokṣadharma).

The verse maps the ethical curriculum of the Śānti Parva: first, normative public ethics through rājadharma (ideal governance and justice); second, situational ethics through āpaddharma (what may be permitted or required under emergency); and finally, the highest aim through mokṣadharma (the path toward liberation).
