Vyāsa said: “Having conquered the entire earth, girdled by the ocean, they will surely enjoy and govern it by the strength of Bhīmasena and Arjuna; of this there is no doubt.”
व्यास उवाच
The verse presents an ideal of effective and legitimate sovereignty: the ability to protect and govern the realm depends on the proven strength and support of righteous champions (here, Bhīma and Arjuna), and such capability removes doubt about success.
Vyāsa makes a confident prediction that 'they' (contextually, the Pāṇḍavas) will conquer the whole earth and enjoy/administrate it, specifically attributing this outcome to the might of Bhīmasena and Arjuna.
